Focus on Enhancement 

As the state began more fully embracing foster care, they became open to taking over the employment of some of our foster carers (know as 'maternal assistants'). Again this allowed us to release funds, from what had become steeply increasing salary costs, and focus them instead on value add training and support to enhance foster care outcomes.

The continued progress of the state's provision also allowed us to start examining some of the causes of child abandonment and once again this led to another pioneering project.…
